The dates of the first preliminary payments for Community Childcare Subvention Plus (CCSP) Saver Programme and ECCE for the 2021/22 programme call are listed below:
• CCSP: 13th August 2021
• ECCE: 20th August 2021
Preliminary payment details
If services wish to be included in the first round of preliminary payments, the Funding Agreement for that programme must have been agreed on or before the dates in the below table:

Funding agreements activated after the dates above continue to be eligible for preliminary payments and will be included in subsequent payment runs.
• For CCSP 2021, preliminary payments will be made on 13th & 20th August only. Payments from 27th August onwards will be based on approved registrations.
• For ECCE 2021, preliminary payments will be made on the 20th August, 27th August and 3rd September. No preliminary payments will be made in week ending 10th September. The second ECCE payment based on registrations and approved Higher Capitation applications will be made in week ending 17th September. Services are encouraged to register children and apply for Higher Capitation as soon as possible.
The CCSP 2021 preliminary payment will be based on approved CCSP 2020/21 registrations in the 4-week period from 31/05/2021 – 25/06/2021.
The ECCE 2021 preliminary payment will be based on approved ECCE 2020/21 registrations (FTE) in the sample week beginning 30/11/2020 and services approved Higher Capitation at the end of 2020/2021 Programme Call.
Over-payments in CCSP 2020 or ECCE 2020 will be deducted from preliminary payments.
Payments will be made to the existing bank account associated with the service/programme on PIP for CCSP Saver Programme and on the Early Years Hive for ECCE. For any changes to a bank account for CCSP, please complete the Bank Mandate Form and send to Pobal via a Service Request on the Hive. Subsequent payments will be based on approved registrations.
The preliminary payment is made based on previous years registrations, where the preliminary payment already made is in excess of the amount due to you at the subsequent payment date (which is based on your approved registrations), no further payment will be made at that payment date.
