2023/2024 Preliminary Payments for CCSP Saver Programme and ECCE, and AIM Payments

Dear Service Provider,

The dates of the first preliminary payments for Community Childcare Subvention Plus (CCSP) Saver Programme and ECCE for the 2023/24 programme call are listed below:

  • CCSP: 11 August 2023
  • ECCE: 18 August 2023

If services wish to be included in the first round of preliminary payments, the Funding Agreement for that programme must have been agreed on or before the dates in the below table: ​

Funding agreements activated after the dates above continue to be eligible for preliminary payments and will be included in subsequent payment runs.

CCSP Saver Programme Payments

 For CCSP 2023, preliminary payments will be made on 11 and 18 August.

  • Payments from 25 August onwards will be based on approved registrations for CCSP programme year 2023/24.
  • Over-payments in CCSP 2022 will be deducted from preliminary payments.

N.B. The CCSP programme year starts on 14 August 2023. Registrations can be submitted from 7 August 2023.

ECCE Payments

For ECCE 2023, preliminary payments will be made on the 18 August, 25 August and 1 September.

  • Over-payments in ECCE 2022 will be deducted from preliminary payments.
  • No preliminary payments will be made week ending 8 September.
  • Payments based on approved registrations will commence in week ending 15 September.
  • AIM Level 1 allocations will be included in the ECCE payment on 15 September 2022 onward.

Preliminary payment details

  • To qualify for the CCSP 2023 preliminary payment, a service must have 6 or more approved CCSP 2022 registrations, with attendance on or after 3 July 2023. Payment will be based on approved registration values between 5 June and 16 June (i.e. the payment is for 2 weeks).
  • The ECCE 2023 preliminary payment will be based on approved ECCE 2022 registrations (FTE) in the sample week beginning 28 November 2022 (the payment is for 4 weeks at this rate).
  • Services will not receive more than one preliminary payment.
  • Payments will be made to the existing bank account associated with the service/programme on the Early Years Hive.

Back-dating Registrations

The latest date an approved provider can register a child for the ECCE or CCSP Saver programmes is 6 weeks after the child’s start date.

In the case of late registrations, all proofs of children’s start dates and attendance must be submitted to Pobal, or the registration may be declined.

DCEDIY reserves the right not to backdate funding on any late registrations, i.e. more than 6 weeks after the child’s start date.

Where the preliminary payment already made is more than the amount due to you, based on your approved registrations, subsequent payments will be adjusted for reconciliation purposes. 

AIM Payments

AIM Level 7 payments for the 2023/24 programme will commence on the 18 August 2023. Payments are made one week in advance and weekly thereafter.

To ensure the effective processing of AIM Level 7 2023 payments, you must ensure the child(ren) who have been approved AIM Level 7 2023 support are registered on the ECCE 2023 programme in an ECCE-registered pre-school service or are eligible to avail of the ECCE 2023 programme and are registered and approved on the Community Childcare Subvention Plus (CCSP) 2023 scheme.
