These are the deadlines, information, and announcements for the week 2nd -5th August 2022.

Core Funding

The supporting documentation for Core Funding, applicant guidelines, technical guidance and FAQ are available on the Hive under announcements, and all associated documents are located under Resources> Help & Support> Core Funding Guides & FAQs. The FAQ states that if services wish to receive the 1st payment during August, the application needs to be submitted by Friday 19th August 2022. If contracts are not signed by this date, payments will begin in September 2022. 

Process for checking the ECCE and CCSP Fee Lists for the programme year 2022 2023

Information was provided to services and the CCC’s this week about the checking of ECCE and CCSP Fee lists for the programme year 2022/2023. Westmeath CCC team will begin checking ECCE Fee lists that have been uploaded to hive in the coming weeks. The process is likely to take some weeks so we ask that you bear with us, and we will contact all services in the County in due course.

Please note that if you have or intend to contract for Core Funding for 2022/2023 one of the contract conditions is that the fees charged in 2021 2022 are the same as that of 2022 2023.

For those of you contracting for the CCSP Saver Programme, please send a screenshot of your CCSP Fee List to nreid@westmeathchildcare.ie.

Programme Readiness

To receive the preliminary payments for the various childcare programmes the programme readiness tasks must be complete by the following dates:

CCSP Saver Programme                5pm August 5th, 2022

ECCE                                                  5pm August 16th, 2022

NCS                                                    10pm Sunday 21st August 2022 

AIM Level 1 Inclusion Coordinator (LINC)

The application process for the increased Early Childhood Care and Education (ECCE) capitation, funded by Department of Children, Equality, Disability, Integration and Youth (DCEDIY), in recognition of the leadership and mentoring role that will be delivered by the Inclusion Co-ordinator, during the 2022/2023 pre-school year is now open for existing graduates.  New graduates (i.e. graduating in October 2022) can apply when final exam results have been notified by Mary Immaculate College (expected September 2022).

Applications must be submitted electronically via the Early Years Hive portal.  Prior to applying for AIM Level 1, service providers must ensure that they have completed the ECCE programme readiness process.  Applicant guidelines can be found here.

Applications received by Friday 28th October 2022 will be awarded the additional capitation to the beginning of the Inclusion Co-Ordinator’s start date relevant to the 2022/23 programme. Applicants are encouraged to apply early, as any applications received after this date will not be backdated.

CCSP Saver Programme and Preparation for 2022/23 Programme Call

The Community Childcare Subvention Plus (CCSP) Saver Programme has moved from the PIP Portal onto the Early Years Hive for the upcoming programme year. The CCSP 2022 Programme Call will commence on Monday 15 August 2022. Guidance on the CCSP Saver Programme is available in the CCSP Guides section under Resources on the Early Years Hive. Specifically, guidance on how to register a child on CCSP is available here. The programme rules document and funding agreement, are available in the CCSP Documents section under Resources. Registrations will open for the CCSP 2022 Programme Call on the Early Years Hive on Monday 8 August 2022.

Increase of the NCS Universal Eligibility to 15 years old.

From August 29th, 2022, children aged between 24 weeks and 15 years will be eligible for the Universal award. Please see www.ncs.ie for further information.

ECCE 2021-2022 CCSP Top Up Higher Capitation and or AIM Level 1

Pobal has reviewed registrations for services with approved Higher Capitation for 2021-2022 and/or AIM Level 1 (LINC) for 2021-2022 for children registered for the Community Childcare Subvention Programme (CCSP) who are within the eligible age range for the 2021-2022 Early Childhood Care and Education (ECCE) Programme. This may result in a top-up payment to those services, based on the current capitation rates. Please see Hive notification for further information.
