What is the Community Childcare Subvention Scheme?
"Participation in the Community Childcare Subvention (CCS) programme is restricted to community/not-for-profit childcare services. The CCS Programme supports disadvantaged parents and provides support for parents in low paid employment and training or education by enabling qualifying parents to avail of reduced childcare costs at participating community childcare services.". The fee which a parent will pay will be the cost price of the place as advertised by the service less the relevant subvention amount.
Will my child be eligible?
The CCS Programme covers the academic year, starting in September and finishing in August. The only age requirement is that a child must be born on or after 1 September 1998 e.g. under 15 years of age on 1 September 2013. Families who are eligible for this scheme must fall into one of 3 Bands in order take up a CCS childcare place.The table below outlines the weekly subvention rates for Band A, AJ or B (The list of payments under Band A in the table is not exhaustive.

Where can I enrol my child for the CCS scheme?
The CCS programme is only available to Community Childcare providers. The following Community providers are currently particpating in the scheme in County Westmeath.

If you would like to participate in the CCS programme simply contact one of the providers above to enquire if they have a place available. Applications are usually accepted in September but some providers may be able to accomidate you outside of that time. Childcare services are required to notify the Department of the details of each child enrolled in the programme, so you will be asked by the pre-school service in which your child is enrolled to complete a form which includes your child’s date of birth and Personal Public Service Number (PPSN) and a parents Public Service Number. The Childcare service is then required to complete an electronic return to verify that all details are correct. The Department of Children and Youth Affairs will inform the service of eligibility and Band rate.
How is the CCS place funded/administered?
Please see table below for subsidies to services for a CCS childcare place. So for example if your child is taking up a full time place (5 days per week, over 5 hours per day) in a service and the cost of a place ful time is €150. If you fall under Band A the cost you pay is €150 minus €95 equals €55. It you are Band AJ it is €150 minus €50 equals €100.

When the childcare service is notified as to what band you fall into you will have 2 weeks in which to appeal this decision. Appeals must be carried out in writing to CCS Appeals, Childcare Directorate, Department of Children and Youth Affairs, 43-49 Mespil Road, Dublin 4. included should be proof of parents name and allowannce being recieved form HSE of Department ond Social Protection and evidence of parent and child PPSN.
